The Q.C. Shiksha Kendra in Bharatpur was established by Shri Vikas Pandey and his wife, Smt. Neha Pandey, in October 2023. Shri Vikas shared, "Neha wanted to gather information regarding her brother’s job after B.Sc. Ag. studies. Her colleague, Brijrani Madam (who works with her at the government primary school in Umapur and is also the founder of the Q.C. Shiksha Kendra in Kandai), provided her with the number of Prof. A.P. Singh from Acharya Narendra Dev University, Kumarganj. Neha spoke with Prof. A.P. Singh, who told her about the Q.C. Shiksha Kendra and gave her the contact number of Arvind Kaul Sir. Arvind Sir then provided complete information about the Q.C. Shiksha Kendra.”

Smt. Neha added, "I, Neha Pandey, am appointed as an assistant teacher. In 2021, when I was transferred from Raebareli district to Ayodhya, I saw that in my husband’s village Bharatpur, there was no school or educational center. I thought that if a school could be opened here, the children who wander aimlessly would get a chance to study. It was during this time that I learned about you (Arvind Kaul) and after speaking with you, we established the center."

This is a family of educators. Vikas's grandfather was also a teacher, and both he and his wife Neha are teachers at government primary schools. His mother, Smt. Geeta Pandey, and brother Adarsh also contribute fully to the Q.C. Shiksha Kendra.
